The Speeds/Feeds to run these tools at Depends on the Diameter and the Length of Cut of the Tool, so we grouped every tool into 3 different Tiers Depending on the Length to Diameter Ratio (Using a Stub or Regular Length End Mill will give you the best Metal Removal Rates and is the first choice):
